Why not make a custom GUI for Gun shop owners to bid on blueprints for a gun, they can either resell the blueprint or use the blueprints to make guns.

We already have ingrediants to make guns done just need blueprint gfx and the system being coded which is the bulk of the project, but as it is i really dont see business' being a big part of era like they have been in the past.
