The 'D' function of the Riot Shield doesn't do anything besides slow you down.
Originally, it was supposed to slow you down and block 100% of damage while you hold D, or at least that's what I thought.

For some reason, someone thought a button to slow you down and do nothing else was a good idea (BlueMelon). It should either be fixed, or be removed so the melee button can be D instead of F.

(As a general rule, if the S button isn't being used, use that before you use F as the main button for a weapon.)

100% ? No. I would have though you would have remembered, but I followed your suggestion with the damage delt.

The F function is fine as is, you can still use your melee if you want. (I don't see a problem with that?)

Why would you use your secondary melee weapon if you're already using a primary melee weapon?

Also, If it wasn't 100% damage reduction while holding D, I'm fairly certain it wasn't supposed to be the same as it is without holding it.

20 damage guns do 6 damage whether or not you're holding D.

Fixed it up a bit.
